The 1991 Political Constitution of Colombia gave all citizens the possibility of participating and actively intervening in the control of public management. At the same time, it determined the way in which citizens participate in the planning, follow-up and monitoring of the results of state management.

The Instituto Distrital de las Artes is committed to complying with the provisions of the Constitution. To this end, and in order to guarantee social control, mechanisms have been provided so that citizens can exercise their rights, for example, the right to petition, complaints, citizen oversight, public hearings, accountability, participation in the formulation of public policies, among others.
